What are some good ways to get rid of this small zits that refuse to come to a head and pop?

I've used facewash, toothpaste, and store bought facemasks.

you bet! home made sugar scrubs--LOTS of good recipes online for various fragrances and such! That and a good high pile wash cloth or a luffa sponge does wonders! don't forget a LIGHT moisturizer after so the oil ducts don't go crazy making more zits afterward. Good luck!
